No, it means what is says it means.
You can link to actual pages in GameFAQs, ones with advertising, i.e. ones that end in .asp or .html

But if you link directly to the FAQS, you'll get PWNED by the server.
Basically, the webmaster does this for two reasons:
A) It's impossible for other sites (apart from GameSpot, since they own GameFAQS) to leech GameFAQs bandwidth, and GameFAQs would loose money since if you link directly to the FAQs you bypass advertising.
B) So bots cannot "crawl" GameFAQs and steal all the FAQs to make another FAQ site.
You can cut and paste portions from FAQs and the GameFAQs boards until the cows come home, just as long as you credit the source (the writer/not GameFAQs.
