It's like a proto-Starfox, and it's by Argonaut. It's slow as all hell. I haven't played it much (or in a while), so I can't describe it in much more detail than that.
Interesting. That's odd that an Argonaut game would be only available in Japan. I saw the game listed as made by R&D1.

Hmm...I could be wrong about it being by Argonaut. They don't list it in their back catalog. I do remember that it used some interesting 3D engine, and that someone mentioned to me that Argonaut had made it, so the connection made sense. I'll see what else I can dig up.
