Dracula X - Much like Johnny Undaunted, I'd like to see what all the fuss is about. Hopefully it'll be ported to the PS2 as the second of Konami's Castlevania Chronicles titles.
Policenauts - Sci-fi plot + anime artwork + Hideo Kojima direction = gaming goodness.
Tobal 2 - Given the popularity of 3D fighting games and RPGs amongst PSX owners a few years ago, and the involvement of Akira Toriyama in its development, this game would've sold well in the Western world, assuming it was marketed well enough.
Torn was supposed to be a PC RPG developed by the same dudes who made Planescape: Torment, but that got scrapped.

I bought a cheap copy of Moon on eBay a few months back. I don't know Japanese, yet I thought I could swing it. I couldn't. What was I thinking.
We didn't get Dragon Quest 5. Or 6. Or the re-release of 4. And that breaks my heart. Also Fire Emblem and Magical Vacation.

There quite a few good Japanese-made games that weren't released in Japan, ironically enough. This include (but not limited to): Rolling Thunder 3 (which was planned for the never-produced Vol. 3 of Namco Anthologies), Advance Wars, Metal Combat (Battle Clash sequel), Snake's Revenge (would've made a good side-story game), Contra Force (which I thought was alright if nothing special), Kid Icarus on Game Boy and Star Tropics 1+2.
Mystical Ninja was one of favorite SNES games so I was very disapointed that the SNES sequel never came out in the States. It was supposed to I believe and even had a release date if I recall but it didn't get released here.
