Well, yeah. It does seem they made it awful without really trying. But I want to see them go the extra mile for maximum fail.
Ideas:

Once collected, the Dragon Balls form the ultimate death ray capable of launching the Kamehameha beam!
King Kai is a disgraced former pupil of Master Roshi who teaches Goku dishonorable techniques that Goku must abandon to win the Final Battle.
It's not over nine thousaaaaaaaaaaaand!!!!!
Any scene where Goku puts training on the back burner for the benefit of family.
Goku's brother Raditz only wants grandpa Gohan's inheritance money...And he'll do anything to get it!
Saiba-men are total rip-offs of the "Cloverfield" parasites. And they fall off of a 200 ft lizard-esque Nappa.
The Ginyu Force shows up and doesn't pose. But they do combine to form Freeza!

The film makers change Red Ribbon to Red Robin. The company makes androids using burgers and fries.
Master Roshi wears a frog suit instead of a turtle shell.

Actually, I'd be happy if the Ginyu Force showed up as stoic Men in Black/Agent Smith ripoffs. That would be a significant step towards "maximum terrible".
Oh! And with the fate of the universe in the balance, Goku simply gets down to business and kicks the Bad Guy's ass without willingly letting said Bad Guy reach maximum potential first. Afterwards he shows no sign of sorrow for missing the opportunity to test himself. Instead he puts on sunglasses and says "That's how it's DONE" / "Lock n' load!" / "Anybody ordered barbiqued alien?" / "Don't mess with the U.S.!" etc.

Vegitta, Raditz, Nappa -> Vernon, Randall, and Nathaniel: the CEO/CEO underlings of Sayiacorp. Sayiacorp makes millitary weapons and is the Earth's biggest polluter (booooo!) At the beginning of the movie, the experimental were-monkeys escape from Sayiacorp's lab and Vernon sends Randall and Nathaniel to retrieve them at all costs! But Gordon (Goku) knows the cure to the were-monkey virus can be found in the laboratorys of the world's 7 leading scientists. Can Gordon gather the 7 parts of the cure before Randall and Nathaniel harness the power of the were-monkeys? And what lengths will Vernon go to prevent Gordon from wiping the were-monkey virus from the face of the planet?
That's a better plot than the current Dragonball movie.
