As far as punishment goes I say throw them on an island, surrounded by mines, with a few thousand other criminally insane muderers left to fend for themselves. Once a day air drop a crate of food - only enough to feed 2/3 of the island now - onto a random spot on the island and let them battle it out.

Even just an example (although from probably the most evil people ever), the Assyrians would pick people at random out of a crowd from people they just conquered to make the example of not to screw with them.
