I don't know how it works. In the American version I got every variation of the second level except 2.0. :P

Actually, it's based on the level 2 boss.

While you're fighting him, and aiming for the shiny bulb thing, a red knob and a blue knob will come out of him. Shoot the blue one, it'll start raining, and the next time you go through stage 2 the water level will be increased. Shoot the red one, and the next time you go through the level the water level will be decreased.

AFAIK, Best Buy.com didn't have pre-orders, Best Buy.com doesn't have the game right now, and my Best Buy doesn't show R-Type in the computer at all. Shows Rez, but not R-Type.
