Wouldn't the props used during filming be handled by a prop department, and have little to nothing to do with the actors? Why is the actor getting the blame?

This is a low budget flick in Mexico... I'm sure they aren't exactly doing everything like a big hollywood flick. The real question is why there weren't blanks in the gun.

It sure smells like sabotage to me. Someone in the prop department may have had a grudge with the actor and figured that this would be a really easy way to ruin him.
