Well, there is an Atomiswave "Metal Slug" already. Dolphin Blue was developed by the original MS authors, and it seems they just used the hardware to add stupid 3D backgrounds.

No, this isn't the 3-D KOF (as far as I know). That was the real time RPG computer game, and we haven't heard a thing out of it in almost a year. It must have sucked, but I didn't play the demo.
