Actually, Nintendo lowered their liscensing fees earlier this year, making them competitive with Sony's and Microsoft's (if not lower). Hence the $40 price tag for Billy Hatcher, Viewtiful Joe, etc. Additionally, Nintendo is spending a lot of money supporting third parties through marketing efforts. And they just introduced a $19.99 line-up of Player's Choice titles.
So they haven't always been the most friendly company when it comes to third-parties, but things are definitely changing.
