And also, all Sega would have had to do is take out the Two Towers, or remove the stage altogether, and release it. I never understood why they didn't, it's like they were looking for a reason to cancel it.

Yeah, I think they were looking for a reason to pull it.
If the DC weren't on the way out, Sega probably would have cut some of the sensitive content or just postponed the release date. But at that point, it conveniently sped up their hardware exit strategy, especially in regards to dismantling their online network.
