If Panzer Dragoon is terrible, then what adjective describes 8 of the 9 games that you listed, none of which are as good as Panzer Dragoon?

Simple. The same way Rez is making it on people's list: people like the game.

I was addicted to this game when it first came out. I loved the whole expansive city, and the "I just gotta try to beat that last score" playability. It controlled great and while it got annoying after a while, the music fit the game nicely. Not to forget the graphics were gorgeous for the time. This game, along with many others, helped make the Dreamcast such a great console, especially considering its short life span.

At first I wasn't gonna put it on my list, then I weighed how much I played it versus other games, and it just slipped by at no. 15.
