Most people aren't nerds who realize the body is made up of 70% water. I'd just say that it had to have been in pooled form and not disappated in something (like air... moisture in the air would've turned to mist too). but in the grand scheme of things it's a silly thing to argue as a plot hole.

But I had noticed all of your points the first time I watched it and ignored them. If you want to go even farther...why wouldn't that microwave weapon vaporize the water in humans' bodies? Because it doesn't, so there.

Actually there are microwave weapons the military has and (once they're done testing) will be used for crowd control. They cause severe irritation of the skin and (in some cases) convulsions, but no evaporation. In fact, the entire concept of 'destroying the enemies water supply' with some mass microwave weapon is ridiculous. Why not just poison or pollute it? Helluva lot cheaper, and probably more effective.

So, yeah, it's totally just a bad plot device but just the sort of thing you'd expect to find in <gasp> a COMIC BOOK!

But I do have a new complaint: What the hell was up with that old guy monitoring the water mains from the computer? Dear god, worst actor ever. And he got like 5 lines and a reaction shot, all of which were sub-Sci-Fi Channel Original Movie calibur. Who on the production crew was he related to, because he sure as fuck didn't get put in for his acting chops.

The machine was designed to vaporize a water supply, which, when combined with a toxin that has to be distributed in aresol form, makes sense, however silly.

Destruction of the water would be the means to an end.
