That would be correct, except it goes advanced->expert->beginner (the beginner section is about ten seconds, though). Set up exactly like the all-course track in Daytona 2 CE (or whatever the update to Daytona 2 was called).
One thing no one has mentioned yet is that you can play all of the levels in Outrun 2 backwards. That is an interesting experience at times. The game also has the capability to throw levels together in any order (mixing both normal and reverse tracks). I have not found a way to do this in the vs. CPU options though, and I do not know if such a mode exists.
Hopefully this game sees a little more tweaking before release -- some of the time requirements for missions are either so loose or so tight it is stupid. There have been some races where I would be out in front and lose because I ran out of time (!!), and there were some missions that are extremely easy because you can spend the whole time going 100mph. That and some of the point values do not seem at all correct, like how you get so few hearts for passing traffic in the "multiple objective" missions.
