Streets of Rage? How about Sega teaming up with Arc System Works to make a high quality 2D SoR4. 'Nuff said.
We also need a "Klonoa engine" style Sonic. I don't think Sega would step back to 2D graphics for Sonic, but they should make a "Sonic the Hedgehog 4" instead of another Adventure or Heroes.

This is the way I see it:
Sega was working magic back from Genesis all the way to the DC. The Dreamcast had some of the most gutsy and enjoyable stuff sega put out ever. Once they bailed out of consoles, there was some neat games still, but for the most part the company's magic started to peeter (sp) out.
This year was just the full realization of that; Sega had Outrun 2, Otogi 2, and Blood Will Tell as their 'headliners.' For a niche developer, this would be all well and good, but for Sega? The guys who have a plethora of franchises to tap into? The guys who used to be able to put out some randomness on a platform (read: Rez, JSR, et al), and make it worthwhile?
Screw that - SEGATON or no, even low expectations would've been ruined at E3. It was a big disappointment.
