Unfortunately, I know why that is and it won't change. Too many different control room heads with different styles of getting all the commercials in-between shows to work out perfectly. The computer does all the work, the staff (typically 2 and sometimes 3) is just there to make sure it is working while they run multiple stations in the same room.

Shit, that episode was amazing.
I have a funny feeling that 21, 24, or one or both of the Venture Bros. are going to die by the end of the season, though. The running gag of all of these episodes seems to be their invulnerability or immortality by cloning, in the Ventures' case.
