It's condeming a practice that they defeated themselves and won out over. Because Bush used drugs before do you think he should say "Drugs for all! I did it before and because of that I don't have the right to say that it's wrong to violate a federal law"? That would not work out well, to be a good politician you have to be a hypocrit in some aspects because if you arn't things are going to go to hell for the people who depend on your government.

However, the ODA chart that you supply doesn't take into account donations/assistance to non LDA's (such as Israel), investment in Foreign countries (we're 2nd), and private donations. I don't believe most drugs should be illegal.

Being that they are, I certainly don't approve of criminals enforcing narcotics laws.
