Sure can. It stands on it's own. If you enjoyed MGS, I'd be very surprised if you didn't like this.
edit: Yes, it does tie into MGS2, though only tangentally. You might not appreciate the making-fun-of-Raiden stuff as much if you don't hate him as much as most people, but its fairly understated in any case (a thunderbolt on a pair of underwear won't mean much to you...). It does either clarify, or attempt to clarify one point that I'm sure some people were wondering about (those that didn't fall asleep during the MGS2 ending that is)
