Kojima removed the camera so you would use the perspective of Snake more to sneak around, having a high and wide camera would just be like an analogue of the radar.
I played this on Saturday - at least, the first fifteen minutes of it or so until I couldn't stand to play it anymore. I'm guessing it has to get better after that point, because I was bored to tears. (And this comes from someone who even greatly enjoyed MGS2.)
Part of the problem is the stupid MGS camera. Not being able to see what's ten feet in front of you when you had a scanner that showed enemies in your area wasn't so bad. Have that same overhead camera with no more scanner, and things suck real quick. I like the lack of the scanner, but for god's sake, fix the camera then to something more like Splinter Cell or something so I can see what's going on around me.

I think any problems people have with the camera in Metal Gear games are based on a lack of understanding of how the game was designed. The camera is chosen and placed in every situation by Kojima and sons. Everything about the levels is designed to work with the camera they give you. It works flawlessly; the camera never spazzes out or gets caught on objects, doesn't ever get smashed between Snake and a wall. Nope, you can't move in 1st person.
I can see why the radar thing would bug, but if you could move in 1st person, it would be just another generic FPS and no one would take the time to sneak. Camera sucks at times, and could have been improved, but could have been worse as well.
