I'm not saying I'm on board with the cinemas or anything, but I liked what they did with the tech attacks and it was the first RPG I played that posed somewhat of a challenge. I don't know, I found it enjoyable.

Maybe, I haven't played the game in awhile. It has its flaws but the basic ideas were there. And I'm not gonna lie, the fact that it's a Xenogears game could be skewing my judgment somewhat, but oh well. My original statement still stands.
Also, regular attacks in an RPG don't usually do much.

I loved the heck out of (the second half of) Xenogears too, but I finished it in spite of its battle system. When I played Xenosaga and saw that they hadn't gotten rid of the nonsense, I decided I could just go read a book instead and get a story without losing hours of my life on fighting with built-in time wasters. Aside from magic characters, 90% of fighting in most rpgs is based around regular attacks.
