The reflection is being rumored as HoboGoblin. If you look at the photo at SHH! And tilt you head where Spidey's head is upright ... its a face and its HoboGoblin.

If you look at Chuxs' link you can see it a bit better. From the bottom of Spiderman's eye it looks like a chin,a bit of a grin above that, and a nose above that. I think that's a bit of a stretch though. It's likely just the city below being reflected in his eyes.
