The whole lag discussion has been discussed to death by now - and it's not perfect; but you won't find the same laggy issues like that of CVS2: EO, SVC, or GGXX#R. Third Strike tends to suffer from laggier games than Hyper Fighting mostly on account that boasts more animation than its predecessor.

No. but they did have some budget trial pack w/headsets they were selling for around 30 bucks or so; Gamestop and EB had them IIRC when I worked there. Check with your local retailer or just ask Mzo.
