Since I used to work at a game store until last week, everyone in my family, and all of my friends ask me when shit is coming out. GT4 is one I get the most questions about, hence my interest in the date.why would you care for a release date for a game you wont play?

It's been forever since I played Gran Turismo, so I'm not in the know. What are the problems with the AI people have? I've been playing Gran Turismo 4 for the past couple weeks so I might be able to tell you if the same problems persist.
I think the game is pretty good. Really good in some respects. Somewhat tedious in others. And then outright dumb and frustrating in yet others.

the problems are that there really ISN'T any AI. the opponent cars are drones and have no inkling that you're on the road trying to get past them.

I guess it's probably unchanged, then. It's not usually a problem, but sometimes the AI does some retarded shit like ramming your car in the ass. As long as you're racing as you should be (as in, how the game wants you to drive) then it's hardly a problem at all (just sometimes annoying). I wouldn't call it a fatal flaw of the game.
