I start with a non-photo blue or red color pencil. Then I use a Staedtler 3H (the hard, light kind), build up with a 2H, and then make the hardest lines with an HB (about the same as a "regular" pencil). Of course, it's tossed in photoshop afterwards, the red or blue taken out, and the levels balanced for best line quality.

lol, yeah, I've got it partially colored and it clears some things up. Some people see it that her pants come up above her belt in the pencils, but that's actually a gap skin between her undershirt and belt. Thanks though : )
