Was it really that bad? Who bought a Dreamcast without knowing the odds were stacked against it lasting? It was hardly a great shock to anyone when Sega announced its discontinuation. And I sincerely doubt they did it to spite anyone; it was because they were millions upon millions of dollars in debt and PS2's launch meant thigns weren't going to get any better.
The one thing that I thought was a real screw-job was not releasing Shenmue II in the US and Canada. At that point they were on the cusp of raking in tons of money through their newfound third-party status, and selling it off to Microsoft left them going out of first-party land with their tails between their legs rather than their heads held high.
But other than that, I don't think Sega did anything to screw gamers in the Dreamcast generation.
