Heh, you're probably not that far off base.

I recently heard that California ranks one of the dumbest states in the Union. Ranked from smartest to dumbest we were number 46 out of 50. Vermont ranked number one. I think New York was number five.

EDIT: Maine is number five, New York is number ten.
