Speaking of the snuff that you tuck into your upper lip I think that explains this stuff one of my friends have, we all tried to snort it but it burned like all hell compared to the other stuff, maybe it was the stuff you're talking about but it looked like short cut smokeless chewing tobacco.
You should only sniff/snort a snuff made for that purpose... It's a very very fine powder and in the German variant they always seem to add menthol. Like all snuff I have encountered it must also be kept in the fridge and be *slightly* moist. I only purchased the snorting snuff for fun. Also I rarely snuff outside my own home as it would be 'odd'.
