You're getting confused by the wording, the article is just comparing Nintendo's online service in general to Sony and Xbox's by saying it's free, you just need a wireless internet connection and needlessly attatching "at home". It won't work with PSP because the DS uses a very specific range much lower than the PSP or a typical laptop. Nintendo's gone out of their way to make sure you can play the DS at any hotspot, but that special Nintendo hotspots are only compatible with the DS. I'm impressed.
