It's because someone nearby has a Sirius unit with a powerful FM modulator, and it's stomping over hers. There's actually been alot of complaints and there's supposed to be a recall of some XM units (Sirius too I think) that have FM modulators that are over max spec. Apparently the latest shipments of XM's new Pioneer Inno have new firmware which disables the FM mod outside of the home cradle, to quell FCC concerns. I bought mine just in time. Sucks for new buyers though, because I love having a self-contained reciever smaller than an iPod - and the FM mod allows me to hop in anyone's car and broadcast over their stereo.

I hope they at least give the choice of doing it. I'll be mighty pissed if all of the sudden I have no mobile FM mod because of uptight old grandmas and the goddamn FCC. Actually, quite a few people will be upset. And even if XM does it, it may reflect badly on the device manufacturer so the problems may not be worth the hassle. I really think they just want to be shipping the crippled units right now to appease their masters, they could really care less what the hardware in the field is doing.
