I didn't say anything about different packs. Sony only sold PSPs in Value Packs until about a month ago, and it paid off very well for them, an extra $50 on every unit sold for throwing some items in the box that cost them maybe $5 total to produce. I don't see why they wouldn't try to do the same for PS3.
