Diff-chan is right. The DEA keeps a close eye on those places. I'm sure they'd love to find a slip-up that they could use to bust up a head shop. So it is better not to give them a reason to bust you. At most shops in Denver, they even give you tobacco when you buy a pipe or a bong.

Yeah, it just seems odd that everyone knows what they are really being sold for, but as long as you or the store dont "say" what its being used for then everythings ok. I can walk in a store and say that I am Santa Claus, which doesnt mean that I am or you would have any way to prove or disprove it. Im sure there are different uses for other illegal products out there, but you dont see any naked children excercise tapes being sold anywhere, or any stores selling crack to clean your bathroom with.

Welcome to the irrationality of the drug war.

Nevertheless I'd rather stores sell freedom (in bong form) using a loophole than the gubment just making all bongs in any form illegal. Which is possible, mind you. Kicking people out for talking about weed is not "bad business".

And yes, people do smoke tobacco out of them.

Every store I know of that sells "water pipes" will kick you out if you say the magic word. Doesn't matter how many sunglasses with marijuana leaves on the lenses or Bob Marley posters they have on the wall, it's gotta be for tobacco only. I remember this one time my buddy and I were in a convenient store where they sold houkas and my friend slips up and asks how much weed to stick in it and the guy behind the counter freaks out, looks around for his boss, then leans over and says quietly "if you were to put, uh...other things in here you don't need that much".

Like diff says, it's the irrationality of the drug war. The government likes it though, gives them good reason to keep so many poor people in jail. You get way more jail time for having crack on you than cocaine.
