I think maybe yes and no. Having a new map section would make online play between people that have that section and people that don't pretty much impossible. Rumor is that they may make the extra map area free, but it would JUST be the map area. The paid DLC portion would contain the actual events within the new area, as well as new cars and whatnot.
The game's requirement to have a hard drive for online play suddenly makes a lot of sense, if that's the case.
