It has more to do with being able to relate to the program. I love Seinfeld, but my life doesn't have anything Jewish in it nor do I watch operas, have quirky events happen to me every day (just here and there like it should be) or know anyone right now with money like Elaine, Jerry and Kramer have.
Hell, even Freddie Prince Jr.'s show, where he pretends to be Puerto Rican, is hard to relate to. George Lopez is somewhat relatable to Latinos, albiet loosely, because we have a strong family bond that usually has us living with or near our parents for life. I know many caucasians who will say, "what the hell? Can't you get your own life instead of living with your parents?" and that's because they can't relate to our culture. I'm not saying caucasians do not have strong family ties but I believe ours is stronger.
Now plant that in your butt.
