I watched my cousin go through the whole game saturday. It turned out to be quite bad-ass, a lot better than I initially thought it would be.

I'm about 4 or so hours into the game. I can totally see why opinions are varied. The combat isn't very deep (so far anyway), the mediocre part-time job stuff Japanese developers love for some reason is in there, and its GTA-inspired city is a little under-developed.
Still, for me it's one of those flawed games that somehow manages to be more than the sum of its parts. Style goes a long way, and I like the old-fashioned beat 'em up gameplay made fresh with motion control moves. It's not 9/10 material but I am still really enjoying it.

Best Buy and GameStop are selling it for $30 now, anyway. It's a good price for corpse rape.
