This has been a law in Virginia for as long as I remember. It's not so much for you to see but for others to see you better. I flip my lights on when it's raining and I don't see the big deal.
its now a Pennsylvania law that if you're using windshield wipers, you MUST have your headlights on as well. they claim that if the weather is severe enough to have the need for wipers then its too dark and you should have lights on as well.
ummm.....ive seen plenty of times that it rains or snows and isnt "dark" out.

well i love the new DUI one theyre trying to put into effect (having just got off a YEAR probation i know this all too well). they dont take the license on the first offence anymore because people were complaining that you can become drunk in the time between the stop and getting the blood drawn. makes sense, but why only take away part of the penalty? if you really DID get drunk during that hour or two and you could have been home before then, thorw out the whole case! they really need to re-evalute the whole procedure if only the license part is going to stick. a partial penalty makes NO sense to me.
oh and even if you're stone sober and refuse to take a breathalizer for whatever reason, PENNDOT takes your license for a year. no questions asked. and most cops won't explain that little stipulation to you.
This has been New York law for a while.
In Tennessee, if you're pulled over for a DUI and refuse a breathalyser, you have to fight wild animals in the arena.
Time for a change
