Turns out I was somewhat wrong - I was thinking of the ferry across the Trident that the Hound took. It's only speculated that there's a ferry over the Bridge of Skulls.

Anyway, that was a frozen lake so I'm guessing the thought was, "Maybe in the old days that lake ferried people across."
