It's a de facto ban on 2D. Not just 2D, but anything that wasn't pushing the hardware so hard that it ran at 10 fps. Forced bundling of Growlanser helped bankrupt WD. Other companies were smarter and took Sony's hoops for what they were, and just abandoned the hardcore audience.
Imagine if a developer could have made a new SNES game and released it simultaneously on GBA/GC/PS2/Xbox. The profits would have been enormous, but Sony and MS would never allow it. Nintendo would have allowed the older tech on GC (Animal Crossing, Zelda Four Swords). Maybe we're past that now with VC/XBLA/PS Store. Sony and MS can guard the graphics on their 360/PS3 games while allowing devs freedom online.
