I think it has an impact on all games, but the impact on games that aren't fast-paced or require split-second timing, is minor. It still effects the overall feel. For instance, if I play DOA2 or JSR now, they seem sluggish in comparison to their 60FPS sequels and it takes me some time to adjust. I think a game like Rayman 2, however, a difference of framerate wouldn't have much (if any) impact on playablity.
But I do think that any new game running at only 30FPS is a result of laziness. There's no reason why it shouldn't be able to push 60FPS if very busy games like JSRF can do it.
