The engine might be capable but the computers Blizzard was aiming at were much older and thus less likely to be able to run the game properly.

WC3 is great.
Starcraft is great.
They're different games. And therefore they play differently. I think the hero system and the upkeep system implemented in WC3 were excellent and fit well into Warcraft. Those systems wouldn't work as well in Starcraft though, and I'm assuming that Blizzard knows that.
