They voted for the status quo in a local plebiscite that wasn't endorsed by Congress, so it was meaningless. Congress has repeatedly said that the current commonwealth option isn't viable as a permanent solution, but it does nothing to finally resolve the issue. We can vote until the cows come home, but nothing will change unless Congress endorses the effort.
Get everyone to speak English and PR will be a state in no time. Until then the mainlanders will be irrationally threatened by the notion.
Lol, that's not going to happen anytime soon.
In fact, I sincerely doubt that statehood will happen at all. 97% of the population rejects independence, so I think we'll probably end up as an associated republic or something. The U.S. doesn't want a Spanish-speaking state, and people here aren't going to drop the language they've been speaking for 500 years to assimilate.
