i know that UGA (formerly AM6 i think) handeld the Dreamcast port of Sega Rally 2, but that's the only time that AM2 didn't work on the game.
i'd bet my life on this if it wasn't for the fact that when i booted up the Saturn version right now to double check, the AM2 logo wasn't popping up, just a Sega Sports logo.
still, im pretty sure that AM2 made this game.

too stiff? if anything i would say the control was loose. maybe you couldn't get the the car to control the way you wanted to because....well, maybe you just suck at racing games.

No, i'm 100% sure it was either AM1 or AM3...what I'm trying to say is...i'm POSITIVE it's not AM2. And just like you said, AM2's logo isn't ANYWHERE to be found in Sega Rally, and we all know AM2's logo is on ALL of their releases. Once I find an actual link or article I'll post it, but I'm sure someone else can verify that I'm right on this one. YOU should play the games again...
