That's a product of Gears playing, which completely ignores ammo management and instead rewards you for reloading all the time.
I think it's one of the nice details the game got going for it. Another thing is how the rifle moves when zoomed in for example. Most games it's just smooth no matter how much you move around but this seems to put some realism into it.
Could be nice in multiplayer too, nowadays I just run around and reload all the time without thinking too much of the consequences.

Meh. My preferred "minigame" is switching weapons and switching back to cut down on reload time, fuck gimmicky bullshit.
