Nope, sorry. Keyboard/mouse is a better control scheme than gamepad for FPS. It's faster, more responsive, and more precise. That's fact, not opinion, although there will always be people who prefer the gamepad in the same way there are guys who prefer to be kicked in the balls by women rather than actually having sex with them.

You could blame laziness, except that wouldn't explain cases where a PC version is released at the same time with the same support. So the only logical explanation left is trying to keep a level playing field, much like the Special Olympics.
How do FPS games sell on PC versus console? If the control is so much better, I'd assume they outsell the console versions by a wide margin, right?

And assuming Melf was serious (which I doubt,) it's hard to find accurate PC numbers. Most of the downloadable services don't publish their sales data. So who knows.
