I always thought it was one of those debated points, but looks like Scott says he officially is now.

I'm a huge Philip K. Dick fan, and its been a while sense I've read Do Androids... but I never got why Scott seemed so positive that Deckard was an android. I read it once when I was younger, pre Blade Runner viewing, and then after hearing some interviews with Scott, read it again, and still didn't really catch anything that would convey that Deckard was an android. It's a decent idea, somewhat too much of a typical "gotcha" type suprise ending for Dick though. I've never liked how seemingly defiant Scott is toward the source material because of this.
Dick never intended for Deckard to be an Replicant that was all Ridley Scotts doing. Harrison Ford and the screen writer have even said they never intended for Deckard to be a replicant either .
