This is the result of developing for a platform that has no hardware standard. There are so many possibilities for a computer configuration that you can't plan a PC release that will work out-of-the-box for every configuration. This is offset by having more multiplayer options, better graphics, and the ability to find (or develop) mods to improve or change the game.
There is something nice about having a game work when you put it in the system, but let's not refer to the extra $10 console games cost as value. It's only to help pay the licensing fee Microsoft and Sony charge for releasing a game on their systems.
