Well supposedly he's trying to make a point about how easy it is to file a retarded law suit. Obviously he's missing the point that often judges have a laugh at shit like this, write a witty and occasionally famous (like the above) opinions. Of course there's always some idiot trying to "Reform" the system that allows such open access to the courts, even for morons like this one.
Court access is fine, anyone with enough time to research the law library that any county court house has open to the public can file anything. Generally it annoys me that you can rarely do anything for yourself in a court without a lawyer at your back but there's always that barrier to justice. Money.

Yeah, Ernie Chambers is quite the... hmm. Character, I guess I'll say.
