It's not necessarily welfare (welfare as we know it doesn't really exist anymore) but it is also military spending, highway maintenance, agricultural subsidies, bureaucracy, and so forth.

They need to open up a pointy hat factory by the sounds of things, and I don't mean a hat factory that is pointy.
- military spending - it helps you more than anyone in the south, if only because of the rest of the country having a higher population density. It costs less to make it here and it "ideally" protects everyone in the US. Not just the south.
- highway maintenance - Really? You don't think you're better off having straight routes that go through the south for products and goods that you get? You'd rather pay for the extra fuel expensive to go around several southern states?
- agricultural subsidies - not purely a southern problem.
- bureaucracy - you just added this to make your list longer.

The entirety of Mississippi is a fucking cesspool outside of Gulfport/Biloxi. Although in fairness, the last time I was there was pre-Katrina, so the state might now be 100% worthless. This would put them on par with Louisiana.
