If both of you get the idea to throw at the same time and are both in range, the throw is teched. You also have a really small window after the throw is initiated by the other party, and sometimes the window is bigger (Gouken's throw into Ultra, for example). The basic gist is to get an idea for when people throw, and option select crouching jab+short as they're poking you. You need to get the timing right so you're only hitting it during block stun, and if they're taking a step forward for a throw instead of poking again your short should keep them off you. If you just mash throw like an asshole there's a huge chance you'll get a throw attempt while they're out of range leaving you stunned and getting you thrown anyway (or worse, way worse).
You're going to get thrown a lot, especially if you keep ending up where your opponent wants you to be. They're crazy strong in this game; it's going to happen. Even though you're able to tech them doesn't mean that every time you don't it's a huge error on your part.

Really? I think throws are balls weak, they are pathetic, I generally tech like 90% if not more. If your character doesn't have a strong anti crouch tech option, throws blow. That's why the vega cosmic heel nerf hit him so hard. He used to use CH to beat throw techs free, now he gets punished on block. The throw escape window is MASSIVE as well. I think the largest in any 2d fighter ever, really scrubby.
Here is how you break throws, aim for a throw break AFTER the throw would hit with a crouch tech. If you hit it 1 or 2 frames after your opponent, he throws the startup of your short. Doing it late also keep you in blockstun, so it's safe. If you are really frustrated, stand throw break and triple tap your tech. You can't tech while in a move startup, like with a crouch tech, but you can break during standing throw startups. So triple
tap!
You can put throw breaks on EVERYTHING. I put them on backdash, focuses, some special moves. Why not? Rarely any harm, and I break all sorts of throws accidentally.
TL;DR: if you feel you should be breaking throws you are not, stand and triple tap.
