There's no Alpha 3 Upper release. Zero 3 Upper (basically the broken DC version) did come out in Japan and is region protected.

Nah, I boxed up my 360E due to irrational fear of RROD and don't intend to unpack it until Ninja Gaiden 2 comes out. Not only that, but my stick won't work on it, so I can't really play.

What stick are you referring to -- the SF Anniversary stick made for ps2/xbox?
