I just figured that was relative to the old "there are six characters in this game deal with it" SF4 arcade release.

Well those are all characters that are "new" to the arcade version.

But we can hope it means otherwise.

Yes, they mean the new challengers that weren't in arcade SFIV. This include the SFIV console-exclusive ST/Alpha dudes, the 8 fan favorites from 3S/Super/FF/Alpha for Super and newcomers Hakan and Juri.

The poster also says 35 characters, so there is noone exclusive to the arcade release.
