2 years is plenty of time for Gears 2.
The engine's already in place, they just need to update/tweak it to make it work with whatever new content they have planned.
As long as the multiplayer ends up being more than afterthought this time, I don't see how they can go wrong.
They need it make it so that more than 1 person can chainsaw someone. You can have 3 guys chainsawing 1 dude.

chainsaw cancels would be nice. After it getting cancelled youre pretty hurt, and either you cant recover past that point, or you recover very very slowly.

GDC's not really a place for huge announcements.
I think MS learned their lesson last year to actually keep a good reveal or two up their sleeve for E3. Last year they leaked everything early and had nothing left to unveil at their E3 conference but Scene It, and the internet nearly sank from bitter maelstrom of tears that decision inspired.
